Also as you can tell from the Aquatic DLC there's a lot of weird behaviour with movement in water and the devs would have to implement and address so many mechanics at once to make fully aquatic species work, habitat gates, feeders, how to make pools work accessibly with the water tool of the game/have a separate tool for pools, etc. We definitely won't get species that suffer in captivity so that excludes a lot of the big names of fully aquatic species.
